“Public Values Drive Political Will”
The legislative solutions for cycling issues are not one-size-fits-all, but the primary source of change remains the values and sentiment of the voting community. Through grassroots advocacy on the individual and community level, a shift in perception will change community values, producing the key to shaping political action.
Vehicle, Transportation, Traffic, Criminal, Insurance, and Civil Liability laws are primarily established on the State, and even local government level, while Federal funding programs and laws can impact broader matters such as transportation infrastructure, incentives, energy development, and vehicle design. Legislative advocacy is thus specific to the location and jurisdiction of the lawmaking body, as much as the particular issues and solutions are unique or universal.
Cycle Advocates Programs develop:
- Political Will through Community Support for Cycling
- Funding of Non-Profit Cycling Organizations focused on State and Federal issues
- Legislative Advocacy assistance for Non-Profit Cycling Organizations
- Legal challenges to Laws in the Courts

POLITICAL WILL
Political sentiment follows the majority sentiment of the local constituency, and thus the key to obtain political change flows from transforming the community to accept and value cycling. Time and time again, legislation supportive of cycling meets resistance from the public that does not accept and understand the value of cycling to the community. Cycle Advocates programs work directly on the key element of political change- how the community at large feels about cycling. When the community values cycling, the political sentiment and action will favor cycling.
